British Columbia Invites Entrepreneurs in Latest PNP Draw — April 2025

British Columbia continues to welcome international entrepreneurs looking to invest and settle in the province. On April 15, 2025, the British Columbia Provincial Nominee Program (BCPNP) conducted its third Entrepreneur Immigration – Base Stream draw of the year, issuing Invitations to Apply (ITAs) to qualified business-minded candidates.

In the latest draw, five entrepreneurs were invited to apply for provincial nomination under the Entrepreneur Immigration – Base Stream. The cut-off score for this round was 115 — a competitive threshold that indicates strong applicant profiles.

Who’s Eligible for the BC PNP Entrepreneur Base Stream? 

To be eligible for this stream, foreign entrepreneurs must plan to either start a new business or purchase an existing one in British Columbia. The business must contribute positively to the local economy and generate employment. 

Here are the minimum eligibility requirements for the Entrepreneur Base Stream: 

  • Registration score of at least 115 points 
  • Minimum net worth of $600,000 CAD 
  • Investment of at least $200,000 CAD into the business 
  • Ownership of at least 33.33% of the business or a minimum $1 million equity investment 
  • Education: At least a two-year post-secondary diploma or qualifying business experience: 
  • 3 years as a business owner-manager 
  • 4 years as a senior business manager 
  • Or a combination: 1 year as a business owner-manager + 2 years as a senior manager 
  • Language proficiency: Minimum CLB 4 
  • Job creation: Must create at least one full-time job for a Canadian citizen or permanent resident 

Don’t Overlook the Regional Entrepreneur Stream 

British Columbia also offers a Regional Pilot Stream, targeting entrepreneurs willing to invest in smaller communities across the province. This stream requires: 

  • A lower net worth 
  • A community visit 
  • A letter of support from the local municipality 

It’s a great pathway for those open to starting a business outside major urban centres. 

2025 BCPNP Policy Updates 

The province has implemented several important changes to its PNP in 2025. These include: 

  • Closure of select immigration streams 
  • Temporary moratoriums on some draw categories 
  • Limited intake of new applications 

The BCPNP is now focusing on high-impact entrepreneurs, skilled workers, and front-line healthcare professionals to support the province’s economic and community needs.
